A Picture of My Dad on His Motorcycle in 1940. Is it a Harley or??

I am sharing a picture of my dad on his motorcycle in 1940 in hopes that one of the visitors here can help me answer some questions. My father rode this motorcycle from Carsile Barracks, PA to Camp Bowie, TX Texas in 1940 and what I would like to see is if anyone can tell me whether the old motorcycle is a Harley Davidson or not.
