Vintage Harley Davidson Rear Fenders and Lights

WANTED! Help with Vintage Harley Davidson Rear Fenders and Lights! I have 1947-48 Harley Davidson rear lights and Fender but the fender could be an Indian motorcycle fender or for another year.

The lights are 47-48 Harley rear fender lights. 2 motorcycle fenders on trailer. I'm not sure if the fenders go with the lights and here's why:
Where the lights are installed on both fenders there are 2 holes that have a different hole pattern.





The fenders are the same.

There are 3 holes in a row on the back of the fender (filled) for hardware (or what???).

Along the curve of the fender there is a ridge and 8 holes where the trim would probably be attached. Both the front and the rear edge of the fender have an indention with a curved peak at the edge.

I would appreciate any suggestions as to what I have here and a list of possible markings to look for would be greatly appreciated.
